This policy guides the Government’s Decree No. 67/2011/ND-CP of 8 August 2011. This further guides a number of articles of the Law on Environmental Protection Tax, including the imposing of an environmental tax of VND 40,000 (USD1.75) per kilogram imposed on the manufacturer of the plastic bags. This policy was regarded as unsuccessful due to the lack of consumer awareness, issues in enforcement, and regulatory loopholes.
