This Act mandates the establishment of a system for managing and disposing of solid waste in an efficient and environment-friendly manner, and for recovering such waste for use for other purposes; to promote, conserve and protect the quality of the environment under sustainable; the rights of a person to participate with the State and communities in the preservation and exploitation of natural resources and biological diversity and in the protection, promotion and conservation of the quality of the environment for usual and consistent survival in the environment which is not hazardous to his health and sanitary condition, welfare or quality of life, shall be appropriately protected; principles, and to control and eliminate pollution which may affect health and sanitation, welfare and quality of life of the public by encouraging the public, the local communities and the local government organizations to participate in the determination of measures; to support a free and fair economic system through market mechanism and to promote the sustainable development of economies by repealing and refraining from the enactment of laws and rules with respect to the regulation of businesses which do not correspond with economic necessity, and refraining from engagement in an enterprise in competition with the private sector, except where necessary for the purpose of maintaining the security of State, preserving common interests, or providing public utilities.

This policy does not mention plastic pollution or plastic waste directly, and there was insufficient evidence available to complete the evaluation framework at the time of the assessment.
