This policy imposed a fixed price of 46 rand cents (USD 3.16) per plastic bag and was supplemented by an extra 3 rand cents (totaling USD 0.21). This policy was initially regarded as a major success, but ultimately failed to achieve long-term change as consumers became used to the tax.
