View the policy documentThis policy aims to establish provisions ”for the public cleaning of public streets; the management and operations of food establishments, markets and hawkers; the abatement of public nuisances; the management and operations of insanitary premises, sanitary conveniences, and general health requirements for buildings; the management and operations of aquatic facilities and aerosol-generating systems; the management and operations of funeral parlours, cemeteries and crematoria; and provision of water suitable for drinking”. The primary driver for this policy was environmental, to match environmental control in Singapore with Singapore’s extensive and rapid industrialisation (Han & Seng, n.d.). As highlighted in part 1, the Director-General of Public Health appointed under section 3 (1) of the National Environment Agency, is responsible for the administration of this Act. In addition, the Director‑General, Food Administration (Singapore Food Agency [SFA]) is responsible for the administration of this Part and Part 9. There was insufficient evidence available to complete the evaluation framework at the time of the assessment, some reports from the literature indicate that enforcement is effective, despite the multiple reports about the lack of compliance from the public (NEA, 2018; NEA, 2021).
