This policy aims to provide for the regulation of the export, import and transit of hazardous and other wastes including plastics, and for related purposes. The primary driver for this policy was political, this Act and its Regulations were enacted to regulate the export, import and transit of hazardous wastes in accordance with the principles and provisions of the Basel Convention (NEA, n.d.). As highlighted in part 2 (15) of the Act, the Director‑General of Environmental Protection appointed under section 3 (1) of the Environmental Protection and Management Act 1999, within the Chemical Control and Management Department (CCMD) of the National Environment Agency (NEA) is responsible for the administration of this Act. There was insufficient evidence available to complete the evaluation framework at the time of the assessment. However, some evidence seem to indicate that enforcement is in place (Hicks, 2019; Lee, 2020).
