This policy is designed to produce separation of waste collection for recycling. The policy requires separation of waste into 4 categories and has been introduced due to the EU Waste Directive. There are taxes on landfill and hard to recycle plastic. By 2030 plastic must contain 30% recycled content. Latvia is the lead recycler of plastic polymers in the European Union through two companies and recycled flakes are exported. There has been extensive investment in recycling infrastructure with four plants being built.

ERP is part of the regulations and companies are required to help with educating the public on separation of waste. The policy is increasing waste separation and recycling and landfill taxes are encouraging reuse.
