This Act mandates EIAs for upstream and intermediate (midstream) petrochemical industry, central waste treatment plants or factories burying garbage except for burning in cement kilns using hazardous waste as raw material substitute or fuel, and for ports loading and unloading hazardous materials or waste. Its enforcement falls under the Ministry of Natural Resources and Environment.

There was insufficient evidence available to complete the evaluation framework at the time of the assessment, although there have been some studies about the environmental impacts in terms of global warming, fossil depletion, water depletion, land occupation, acidification, eutrophication, and toxicity for single-use carrier (shopping) bags produced from conventional plastic and bioplastic (Rattana, & Gheewala, 2019). The main findings of the study by Rattana & Cheewala., (2019) revealed that petroleum plastic bags performed better than bioplastic bags in all categories and were quite similar in term of fossil depletion impact (Rattana, & Gheewala, 2019).
