The Ministerial Regulation aims to implement the Self-declaration, which requires factory operators to declare their compliance status with the Factory Act every three years. The Factory Act aims to prescribe standards and methods of controlling the discharge of waste, pollutants or anything affecting the environment as a result of the factory operation and to prescribe standards by using such ministerial regulations. The primary driver for this ministerial regulation was political, under this regulation, no factory operators are exempt from reporting their performance every three years unlike the previous policy (Marks, & Miller, 2022; Marks & Breen, 2021). The administration of this Act falls under the Director General of the Department of Industrial Works under the Ministry of Industry.

There was insufficient evidence available to complete the evaluation framework at the time of the assessment. This policy is too recent to be assessed, however if implemented it could help minimise the risk of accidents in plastic producing factories (Enviliance ASIA by EnviX, Ltd., n.d.; Muzaffar, 2021).
